Is this discussion tab only available for testers ?
is it only for testers or project owners can comment here too ?

All registered users are able to create new discussions / comments.
All project owners are allowed to do this as well. However they will probably not.
This is our place.
If you have a question regarding some project - you can ask here and we will answer because we are in contact with them and we can provide some useful information.
one thing i need to ask is who gives rating to our reports ? project owners or qaprovider ?.. and for what rating how much balance is increased?
